Формирование в Российской Федерации опорной сети узловых грузовых мультимодальных транспортно-логистических центров с организацией на ее основе скоростного грузового движения по расписанию требует разработки научно обоснованных предложений по созданию или модернизации соответствующей региональной транспортно-логистической инфраструктуры. Одной из важнейших задач при реализации данного проекта в условиях ограниченности инвестиционных ресурсов является правильное обоснование количества и выбора мест размещения транспортно-логистических центров опорной сети на территории РФ, а также мест локации транспортно-логистических центров в субъектах РФ.</p></sec><sec><title>Материалы и методы</title><p>Материалы и методы. В работе выполнены оценочный анализ классических методов нахождения оптимальных центров на плоскости и некоторое построение математических количественных моделей оптимального размещения транспортно-логистических объектов.</p></sec><sec><title>Результаты</title><p>Результаты. Согласно данным оценочного анализа предложена научно обоснованная концепция системного подхода к вопросам рационального проектирования и размещения элементов транспортно-логистической инфраструктуры, в частности опорной сети узловых грузовых мультимодальных транспортно-логистических центров как части новой высокоэффективной транспортно-логистической инфраструктуры РФ и ее международных транспортных коридоров.</p></sec><sec><title>Обсуждение и заключение</title><p>Обсуждение и заключение. Полученные результаты исследования могут быть использованы для научно обоснованного принятия решений в инвестиционных проектах, связанных с развитием транспортно-логистической инфраструктуры как регионального, так и федерального уровня: обоснования мест размещения и технологических мощностей объектов транспортно-логистической инфраструктуры; определения потребности развития объектов региональной транспортно-логистической инфраструктуры с учетом устранения их лимитирующих узких мест; реализации поэтапного комплекса мероприятий по модернизации существующего терминально-логистического комплекса.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Introduction</title><p>Introduction. The formation of an overarching network of nodal freight multimodal transport and logistics centres in the Russian Federation and organisation of high-speed freight traffic on schedule on its basis requires the development of science-based proposals for the creation or modernisation of the corresponding regional transport and logistics infrastructure. One of the most important tasks in the implementation of this project in the context of limited investment resources is the correct justification of the number and choice of locations for the transport and logistics centres of the overarching network in the Russian Federation, as well as the locations of transport and logistics centres in the constituent entities of the Russian Federation.</p></sec><sec><title>Materials and methods</title><p>Materials and methods. This article provides an evaluation analysis of the classical methods for finding optimal centres on a plane and some construction of mathematical quantitative models for the optimal placement of transport and logistics facilities.</p></sec><sec><title>Results</title><p>Results. According to the evaluation analysis, the authors have drafted a scientifically based concept of a systematic approach to the issues of rational design and placement of elements of transport and logistics infrastructure, in particular, the overarching network of nodal freight multimodal transport and logistics centres, as part of a new highly efficient transport and logistics infrastructure of the Russian Federation and its international transport corridors.</p><p>Discussion and conclusion.
