Editorial Policies

Aim and Scope

The purpose of the journal – presentation of results of scientific researches and developments in the field of enhancement of transport technologies and technical means of railway transport in the directions: traffic safety, infrastructure, traction rolling stock, wagons, high-speed and heavy haul transport, interaction of track and railway vehicles, transport materials science, management of transportation process, energy efficiency, resource-saving, economy, logistics.

Tasks of the journal – promoting results of scientific researches in railway and machine-building industries, informing world scientific community on innovative activities and development of railway transport in Russia and CIS countries. 

The Russian Railway Science Journal publishes scientific and review papers submitted by postgraduates, graduated Phds, specialists and experts in this field of research.

The editors strive to expand the pool of writers and welcome new authors. 
The editorial office of the journal strives to expand the pool of authors independent of a nationality, country of residence and territory where a study was carried out.

The Russian Railway Science Journal is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawling and indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer Review

Update: December 21, 2023.

All scientific articles submitted to the editorial board of the Russian Railway Science Journal are subject to obligatory double-blind peer review (the reviewer and the author do not know each other's names).

1. Review is carried out by invited reviewers – leading experts in the relevant branches of railway transport in Russia and other countries, as well as members of the editorial board and the editorial council of the journal. The decision on the selection of a reviewer is made by the editor-in-chief, deputy editor-in-chief, head of the editorial office, publishing editor, scientific editor. Duration of reviewing is 4 weeks; however, this period can be extended by a request of a reviewer.

2. The manuscript is sent to 2 (two) reviewers for evaluation.

3. Each reviewer has a right to decline a review request in case of the conflict of interests, which affects the perception and interpretation of the manuscript materials. By the results of the consideration of a manuscript, a reviewer gives a recommendation about the further fate of the article (each reviewer’s decision is justified):

  • the article is recommended for publication without corrections;
  • the article is recommended for publication with editorial corrections;
  • the article is recommended for publication with corrections, but re-reviewing is not required;
  • the article is recommended for publication with significant corrections and additional review;
  • the article is not recommended for publication.

The main reasons for the rejection of manuscripts: inconsistency with the scientific subject of the publication, a significant proportion of borrowings and re-publication of own results, lack of scientific novelty, low scientific level and/or scientific significance.

4. If the reviewer has recommended any refinements, the editorial office would suggest the author either to implement the corrections, or to dispute them reasonably. Authors are kindly required to limit their revision to 1 month and resubmit the adapted manuscript within this period for final evaluation.

5. We politely request that the editor be notified verbally or via e-mail if the author decides to refuse from publishing the manuscript. In case the author fails to do so within 2 months since receiving a copy of the initial review, the editorial office has the right to archive the article. A corresponding notification is sent to the authors.

6. If the author and reviewers have insoluble contradictions regarding the manuscript, the editorial board has the right to send the manuscript for additional review. The final decision is made by the editor-in-chief at the editorial board meeting.

7. The editorial board reaches final decision to reject a manuscript on the hearing according to reviewers recommendations, and duly notifies the authors of their decision via e-mail. The board does not accept previously rejected manuscripts for re-evaluation.

8. Upon the decision to accept the manuscript for publishing, the editorial office notifies the authors of the scheduled date of publication.

9. Kindly note that positive review does not guarantee the acceptance, as final decision in all cases lies with the editorial board. By his authority, editor-in-chief has a right to make a final decision.

10. Articles by the editor-in-chief, deputy editor, and members of the editorial board/council can be published in Russian Railway Science Journal, but there should be no abuse of their official positions. Manuscripts by journal staff are sent for double-blind review only to external experts. External experts are involved in resolving conflicts and contradictory situations. In case of a conflict regarding the fate of a manuscript involving the editor-in-chief, the final decision on the possibility of publication is made by members of the editorial board.

When publishing articles by members of the editorial board/council, editor-in-chief, and deputy editor, information about their affiliation with the journal is indicated in the “Conflict of Interest” section.

11. The reviews are stored in the editorial office for five years. Upon the corresponding request from the Ministry of Education and Science of the Russian Federation, the editorial board provides copies of the reviews.

Publishing Ethics

The editorial office monitors the compliance with the ethical requirements relying on the manuals prepared by specialised organisations, associations, publishing houses such as the Committee on Publication Ethics (UK), Elsevier (Netherlands), and the Ethical Principles of Scientific Publications (ASEP).

All parties engaged in the editorial and publishing process - authors, editors, reviewers, and the founder and publisher - should observe the principles of publication ethics.

  1. Introduction

1.1. The publication in peer-reviewed journals is not only an easy way of scientific communication but also makes a significant contribution to the development of the corresponding field of scientific knowledge. Therefore, it is important to lay down standards of ethical behavior of all parties involved in the act of publishing: Editor(s), Reviewers, Authors, the Founder and Publisher of the Russian Railway Science Journal.

1.2. The Founder and Publisher not only support scientific communications and invest in this process, but are also responsible for adherence to all modern recommendations in a published article.

1.3. The Founder and Publisher undertake the obligation to strictly control scientific materials. We acknowledge our responsibility for ethical principles that we have adopted herein.

  1. Ethics and Duties of Editors

2.1. Publication decision

The editorial team bears joint responsibility for the content of the journals, an increase in the quality of published materials and adherence to the international publication and ethical standards.

The validation of the work in question and its importance to researchers and readers must always underwrite such decisions. The editor may be guided by the policies of the Russian Railway Science Journal and constrained by such legal requirements as are in force regarding libel, copyright infringement and plagiarism.

The editor-in-chief or one of his deputies, when the editor-in-chief is absent, makes a decision about publication and approves the content of an issue.

The editor-in-chief is responsible for deciding which of the manuscripts submitted to the journal will be published based on the assessment of the article under consideration, its significance for researchers and readers, comments of reviewers and opinions of scientific editors.

2.2. Decency

Editors evaluate submitted manuscripts only on the basis of their academic merits (significance, originality, reliability of the research, clarity) and their correspondence to the scope of the journal irrespective of the race, gender, sexual orientation, ethnic origin, citizenship, religious belief, political opinions or institutional affiliations of the authors. Decisions about editing or publication are not determined by the policies of the government or other agencies outside the journal itself. The editor-in-chief has the full authority over the entire editorial content of the journal and the timing of publication of this content.

2.3. Confidentiality 

The editors and the editorial board of the Russian Railway Science Journal are obliged not to disclose information about the content of a manuscript under consideration in the editorial office to someone else before its publication.

2.4. Disclosure and Conflicts of interest

2.4.1. Unpublished materials disclosed in a submitted manuscript must not be used in an editor’s own research without the written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

2.4.2. The editor should refuse to consider manuscripts in case of conflict of interests due to competitive, collaborative or other relationships or connections with the authors, companies and possibly other institutions connected to the manuscript. In this case, the editor-in-chief appoints another editor to work with the manuscript.

2.5. Vigilance over publications

The editor presented with convincing evidence that the determination or conclusions of a published paper are erroneous should coordinate with the editor-in-chief or the Publisher to promote the prompt publication of a correction, retraction, expression of concern, or other note, as may be relevant.

2.6. Involvement and cooperation in investigations 

The editor-in-chief should take reasonably responsive measures when ethical complaints have been presented concerning a submitted manuscript or published paper, in conjunction with the Founder and Publisher. Such measures will generally include contacting the author of the manuscript or paper and giving due consideration of the respective complaint or claims made, but may also include further communications to the relevant institutions and research bodies.

  1. Ethics and Duties of Reviewers

3.1. Contribution to Editorial Decisions 

Peer review assists the editor in making editorial decisions and through the editorial communications with the author may also assist the author in improving the paper. Peer review is an essential component of formal scholarly communication, and lies at the heart of the scientific method. Founder and Publisher shares the view of many that all scholars who wish to contribute to publications have an obligation to do a fair share of reviewing.

3.2. Promptness 

Any selected reviewer who feels unqualified to review the research reported in a manuscript or knows that its prompt review would be impossible should notify the editor of the Russian Railway Science Journal and be excluded from the review process.

3.3. Confidentiality 

Any manuscripts received for review must be treated as confidential documents. They must not be shown to or discussed with others except as authorised by the editor.

3.4. Standard and objectivity 

Reviewer should be conducted objectively. Personal criticism of the author is inappropriate. Reviewer should express their views clearly with supporting arguments.

3.5. Acknowledgement of Sources 

Reviewers should identify relevant published work that has not been cited by the authors. Any statement that an observation, derivation, or argument had been previously reported should be accompanied by the relevant citation. A reviewer should also call to the editor’s attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge.

3.6. Disclosure and Conflict of Interest

3.6.1. Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

3.6.2. Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers. In this case, the editor appoints another reviewer to work with the manuscript.

  1. Ethics and Duties of Authors

4.1.Reporting standards

4.1.1. The authors of reports of original research should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient details and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constituting unethical behavior are unacceptable.

4.2. Data Access and Storage

The authors may be asked to provide the original data in connection with a paper for editorial review, and should be prepared to provide public access to such data (consistent with the ALPSP-STM Statement on Data and Databases), if practicable, and in any event should be prepared to retain such data for a reasonable time after publication.

4.3. Originality and Plagiarism

4.3.1. The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others, this has been appropriately cited or quoted.

4.3.2. Plagiarism takes many forms, from ‘passing off’ another’s paper as the author’s own paper, to copying or paraphrasing substantial parts of another’s paper (without attribution), to claiming results from research conducted by others. Plagiarism in all its forms constitutes unethical publishing behaviour and is unacceptable.

4.4. Multiple, Redundant or Concurrent Publication

4.4.1. The author should not in general publish manuscripts describing essentially the same research in more than one journal of primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behavior and is unacceptable.

4.4.2. The author should not submit for consideration in another journal a previously published paper.

4.5. Acknowledgement of Sources 

Proper acknowledgment of the work of others must always be given. Authors should cite publications that have been influential in determining the nature of the reported work. Information obtained privately, as in conversation, correspondence, or discussion with third parties, must not be used or reported without explicit, written permission from the source. Information obtained in the course of confidential services, such as referring manuscripts or grant applications, must not be used without the explicit written permission of the author of the work involved in these sources.

4.6. Authorship of the Paper

4.6.1. Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. In case there are others who have participated in certain substantive aspects of the research project, they should be acknowledged or listed as contributors.

4.6.2. The corresponding author should ensure that all appropriate co-authors and no inappropriate co-authors are included on the paper, and that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.

4.7. Disclosure and Conflicts of Interest

4.7.1. All authors should disclose in their manuscript any financial or other substantive conflict of interest that might be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project should be disclosed.

4.7.2. Examples of potential conflicts of interest which should be disclosed including employment, consultancies, stock ownership, fees, paid expert testimony, patent applications/registrations, and grants or other funding. Potential conflicts of interest should be disclosed at the earliest possible stage.

4.8. Fundamental errors in published works

When the author discovers significant errors or inaccuracies in their published work, the author has to notify the editorial board of the Russian Railway Science Journal and cooperate with the editors to retract or correct the article as soon as possible. If the editorial board or the publisher learn from a third party that the published work contains significant errors or statements about ethical problems with regard to the manuscript or published article, the author has to promptly refute or correct the text, or provide the editorial board with evidence of the correctness of the published work.

  1. Ethics and Duties of the Founder and Publisher

5.1. The Founder and Publisher should adopt policies and procedures that support editors, reviewers and authors of the Russian Railway Science Journal in performing their ethical duties under these ethics guidelines. The Founder and Publisher should ensure that the potential for advertising or reprint revenue has no impact or influence on editorial decisions.

5.2. The Founder and Publisher should support the Russian Railway Science Journal editorial office in the review of complaints concerning ethical issues and help communications with other journals and/or publishers where this is useful to the Editors.

5.3. The Founder and Publisher should develop codes of practice and inculcate industry standards for best practice on ethical matters, errors and retractions.

5.4. The Founder and Publisher should provide specialised legal review and counseling if necessary.

5.5. The Founder and Publisher ensure preservation and availability of the journal content maintaining the digital archive. 

  1. Article Retraction Policy

The procedure for retraction of an article in the Russian Railway Science Journal was developed based on the recommendations of the Council on Ethics of Scientific Publications of the Association of Scientific Editors and Publishers and COPE's Retraction guidelines.

Withdrawal of an article from publication (retraction) is a mechanism for correcting published information and notifying readers that the publication contains serious flaws or erroneous data that cannot be trusted. The unreliability of the data may be the result of conscientious error or deliberate violations. Retraction is also used in the case of duplicate publications, plagiarism, concealment of conflicts of interest that could affect the interpretation of data or recommendations on their use.

6.1 An article may be retracted for the following reasons:

- unattributed borrowings (plagiarism) in an article;
- duplicate publication;
- distortions or fakes in an article (e.g. manipulation of experimental data);
- major mistakes (e.g. misinterpretation of results) calling into question the scientific value of the article;
- incorrect list of authors (includes individuals who do not meet the authorship criteria);
- undisclosed conflicts of interest (and other breaches of publication ethics);
- no peer review;
- reproduction of articles without the author's consent.

The main purpose of retraction is correction of the published information and securing its integrity, and not reprehension of the authors who have committed violations.

Retraction of an article is carried out based on an official request from the Editorial Board of the journal, or the author. After the retraction, the article is not removed from the journal, but the information about the article, the file with the article, and the databases will include a statement that the article was retracted.

6.2 Procedure for retracting articles

6.2.1. If an author/group of authors finds it necessary to withdraw the article, they inform the editorial board and explain the reason for their decision.

6.2.2. If the editorial board decides to withdraw the text based on the results of an evaluation performed or information received, the editorial office informs the author/group of authors about the decision. The author (or the corresponding author, if there is a group of authors) will be informed about the reason for the retraction.

6.2.3. If the author/group of authors ignores the request of the editorial board, the editor-in-chief or responsible editor request the assistance of the ASEP Ethics Committee.

6.2.4. Following the decision to retract the article, the editorial board indicates the reason for the retraction (in case of plagiarism, the authentic sources should be provided), and the retraction date. The article and the description of the article are not removed from the respective issue on the journal’s website, but a RETRACTED watermark and the date of retraction are added to the electronic version of the text, the same information is included in the Contents of the issue.

6.2.5. The ASEP Ethics Committee, the scientific information databases (eLIBRARY, CyberLeninka, etc.), and all the network libraries and databases where the journal is indexed, are provided with the protocol containing the date of the Editorial Board meeting, members who attended the meeting, the results of the evaluation, a reasoned decision, and the completed form:

1) The name of the author(s) and the title of the article.
2) The name of the journal from which the text is retracted.
3) The initiator of the article retraction.
4) The basis for the article retraction and the date of the decision.
5) Link to the page on the journal website with the information about the retraction.
6) Publisher’s data on the article and DOI (if any).
7) Subject matter.
8) Date of the policy update.

Author fees

All publication costs for the journal are covered by the Joint Stock Company Railway Research Institute (Founder).

Publication of articles in the Russian Railway Science Journal  is free of charge for the authors.

 

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

The Editors and Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

The Russian Railway Science Journal uses native Russian language plagiarism detection software Antiplagiat to check the manuscripts. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and Postprint Policy

The editorial board of the Russian Railway Science Journal allows authors to post the manuscript as a preprint before submission for review and to archive independently their articles in disciplinary and institutional repositories.

Preprints

The editorial board of the Russian Railway Science Journal encourages uploading preprints on preprint servers. The Committee on Publication Ethics (COPE) defines a preprint as 'a scholarly manuscript posted by the author(s) in an openly accessible platform, usually before or in parallel with the peer review process. 

A preprint publication shall not be considered duplicate publication nor shall it influence the editor's decision to publish it in the Russian Railway Science Journal.

The author must notify the editorial board of the Russian Railway Science Journal about the posted preprint at submission of the manuscript for review, furnishing a link to the preprint with its DOI identifier and the dissemination terms and conditions.

It is the author’s responsibility to add a link to the published manuscript in the preprint record. The link must contain the DOI and the URL of the article published on the journal's website. The original preprint should not be modified based on the reviewer’s and editor’s comments. The preprint should not be replaced with the text of the published article.

Do not delete the preprint text.

Manuscripts Accepted for Publication

The editorial board of the Russian Railway Science Journal allows manuscripts that have been reviewed and are accepted for publication to be archived independently.

 This version of the manuscript may be disseminated through:

  • personal website or blog;
  • institutional repository;
  • disciplinary repository;
  • direct interactions with faculty or students by providing this version of the manuscript for personal use.

The text of the manuscript should contain the author’s clarifications about its status and information about the planned publication.

Example: The ARTICLE TITLE has been reviewed, accepted for publication, and will be published in 2021 (3) of the "Russian Railway Science Journal” .

Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.

Final Versions of Manuscripts

The editorial board of the Russian Railway Science Journal allows manuscripts that have been peer-reviewed, accepted for publication, edited and ready for publication (proofread and typeset) to be archived independently.

 This version of the manuscript may be disseminated through:

  • personal website or blog;
  • institutional repository;
  • disciplinary repository;
  • direct interactions with faculty or students by providing this version of the manuscript for personal use.

Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.

 

Data Sharing Policy

Authors are encouraged to make the research data that support their publications available but are not required to do so. The decision to accept an article for publication will not be affected by whether or not authors share their research data publicly.

  1. Definition of research data

Research data includes any recorded factual materials that are used to produce the results in digital and non-digital form. This includes tabular data, code, images, audio, documents, video, maps, raw and/or processed data. This policy applies to the research data that may be required to verify the results of research reported in articles published by Russian Railway Science Journal. Research data include data produced by the authors (“primary data”) and data from other sources that are analysed by authors in their study (“secondary data”).

  1. Definition of exceptions

Research data that are not required to verify the results reported in articles are not covered by this policy.

The data that is not a subject to disclosure may be shared in alternative way as deposition of research data in controlled access repositories or be anonymised in advance. An author can also publicly share only metadata about the research data and/or instructions on how to get a data access requests from other researchers.

The preferred mechanism for sharing research data is via data repositories. Please see https://repositoryfinder.datacite.org/ to find research data repositories.

  1. Data citation

The Editorial Board of the Russian Railway Science Journal encourages the provision of access to research data under the Creative Commons Licenses. The Journal does not insist on the obligatory use of Creative Commons in case when the data is deposited in the repositories of the third party. The Publisher of the Journal does not assert ownership of the research data, which were provided by the author together with the article. 

Questions regarding the observation of that policy shall be sent to the publishing editor of the Russian Railway Science Journal.

 

Personal Data Processing Policy

The personal data processing policies adopted by the Editorial Board of the Russian Railway Science Journal journal are determined by the Federal Law of the Russian Federation of 27 June 2006 ‘On Personal Data’.

  1. General Provisions and Concepts

The Editorial Board acts as a personal data Operator, such data  include information directly or indirectly related to a certain individual or one being defined by the former (a subject of personal data), namely:

- first, patronymic, and family names;

- position and affiliation;

- mailing address;

- phone number;

- e-mail.

Personal data processing includes any activity (operation) or activities (operations) related to personal data and performed by the Editorial Board with the aid of automation tools or without the latter.

Personal data processing includes collection, recording, accumulation, storage, validation (updating, modification), extraction, use, communication (distribution, submission, access granting), anonymization, blocking, deleting and destruction of personal data.

  1. Subjects of Personal Datafor the needs of the Editorial Board to be determined as follows:

1) authors of articles – outcomes of corresponding research studies, surveys, and reviews published by the journal;

2) members of the Editorial Board of the journal;

3) editors of the journal;

4) peer reviewers employed by the journal;

5) representatives of the journal’s technical support team;

6) subscribers to the print version of the journal.

  1. Goals of Personal Data Processing

The Editorial Board of the journal processes personal data of corresponding subjects to pursue the goals as follows:

— to identify the authorship of a scholarly paper, a peer review (the reviewed work being anonymized), the connection to the author, to perform (digital) pre-press, to publish the article and distribute the journal’s materials following the Copyright Transfer provisions – on the journal’s website, throughout archivers and  scientometric databases the journal has entered into contracts with;

— to introduce members of the Editorial Board and Editorial Office, representatives of the technical support team to the general public on the journal’s website, and to secure the journal’s membership in scientometric databases and scholarly communities (networks);

— to organize peer reviewing of articles (“double blind peer review”);

— to deliver (submit) print copies of the journal to subscribers.

  1. Grounds for Personal Data Processing

4.1. The legal ground for personal data processing is a consent to personal data processing delivered by:

— a member of the Editorial Board has to agree to join the Editorial Board of the journal;

— an author has to learn the policies and procedures of the Editorial Board available on the website when submitting an article and related materials to the journal – uploading the latter onto ELPUB platform or e-mailing to the address for author/editor communication (journal@vniizht.ru);

— a peer reviewer when registering with the journals’ publishing platform;

— a subscriber who turns to the Editorial Office to order a print copy of the journal.

4.2. A subject of personal data makes a decision to provide their personal data and gives a consent to personal data processing of their own free will, volition, and for own benefit case.

4.3. In the case of the subject’s disability to give a consent to personal data processing, the latter is provided by a legitimate representative of the subject of personal data.

4.4. In the event of death of a subject of personal data, a consent to their personal data processing is provided by legitimate heirs of the subject of personal data, if the latter had not delivered such consent while alive.

  1. The Right of a Subject of Personal Data to Access Their Personal Data

5.1. A subject of personal data has a right to access information related to their personal data processing activities and covering aspects as follows:

1) confirmation of the fact that the individual’s personal data have been processed by the Operator;

2) legal grounds and goals of personal data processing activities;

3) goals and methods applied by the Operator to process the personal data;

4) name and whereabouts of the Operator, information about individuals (except for employees of the Operator) who have access to the submitted personal data or who can disclose such personal data by virtue of the contract with the Operator or in accordance with the federal law;

5) processed personal data related to the corresponding subject of personal data and the source of the former, if not specified otherwise by the federal law;

6) personal data processing period, including the storage period;

7) procedure for the exercise of a subject’s right to their personal data specified by the federal law;

8) information about a completed (or suggested) cross-border data transfer;

9) title or full name and mailing address of the individual authorized by the Operator to process the personal data, if such individual has been or shall be employed for this purpose;

10) other details.

5.2. If a subject of personal data suspects the Operator does not meet the requirements specified by the federal law or otherwise infringes on they rights and liberties when processing the personal data, the former has a right to complain against the Operator’s actions or inaction at a competent authority to defend rights of subjects of personal data – or in the court of law.

  1. Duties of the Editorial Board

6.1. When processing personal data the Editorial Board shall be restricted to the specified goals (see Section 3).

6.2. The Editorial Board shall transfer personal data of any subjects of personal data to bodies of inquiry and investigation or other authorized bodies on the grounds specified by the existing legislation of the Russian Federation.

6.3. The Operator shall guarantee a subject of personal data or their representative – free access to the personal data related to that certain subject of personal data.

6.4. The Operator shall introduce all required changes to corresponding personal data within seven working days following the delivery of a message submitted by a subject of personal data or their representative and confirming that the previously provided personal data are incomplete, incorrect, or outdated.

6.5. The Operator shall terminate corresponding personal data within seven working days following the delivery of a message submitted by a subject of personal data or their representative and confirming that the personal data have been obtained illegally or are inconsistent (unnecessary) with the stated goal of data processing.

6.6. The Operator shall notify a subject of personal data or their representative of the introduced changes and measures undertaken, and shall implement reasonable measures to notify corresponding third parties who have been delivered the subject’s personal data.

  1. Procedures and Conditions of Personal Data Processing

The procedures and conditions of personal data processing are determined by categories subjects of personal data cluster with and corresponding goals of personal data use.

7.1. Personal data of authors are divided into two groups:

1) personal data for identification of personalities and communication with the Editorial Board (the Editorial Board has no right to transfer the former to any third parties unless specified in Section 5.2) permanently stored in soft copy to deal with republications, or retractions of articles initiated by third parties whose copyright and interests have been infringed);

2) personal data for publication in the journal and introduction of the author of the article, their potential communication with  readers, the former also to be exported onto scientometric databases, including foreign ones (see the list of directories the journal is indexed with on the Homepage).

The structure of such personal data is determined by both the author and the Editorial Board during pre-printing arrangements, but such a discussion is not to include the author’s full name, academic titles, affiliation, and an e-mail (the author can only choose whether their office e-mail or personal one be indicated in the publication).

7.2. Personal data of members of the Editorial Board and Editorial Council, editors, representatives of the technical support team are divided into two groups:

1) personal data for internal editorial arrangements;

2) personal data for publication on the journal’s website and securing its membership in scientometric databases and scholarly networks.

The structure of such personal data is determined following consultations with certain subjects of personal data but cannot be less than as required by the representation (membership) needs.

7.3. Personal data of peer reviewers are permanently stored in internal files of the Editorial Office only being used for communication between members of the Editorial Office, editors and reviewers as such, and cannot be posted on the journal’s website.

7.4. Personal data of subscribers to print copies of the journal’s issues are stored (in internal files) only during the subscription period (whether such print copies to be delivered throughout a whole year, half a year, or it is just a one-time subscription to a certain print issue) or a period stipulated by an individual subscription contract (agreement) to duly settle disputable matters related to delivery of the journal by postal services.

  1. Information about Measures Aimed to Secure the Fulfillment of Duties Assigned to the Editorial Office and Specified by the Federal Law ‘On Personal Data Processing’

8.1. Following the decision rendered by the Editorial Board of the journal, it is the Editor-in-Chief who is appointed responsible for processing of personal data of the Editorial Board and Editorial Council’s members, editors, authors, and representatives of the technical support team.

8.2. It is also the Editor-in-Chief who is appointed responsible for processing of personal data of subscribers.

8.3. With due consent of the subject of personal data, the Operator can entrust processing of their personal data to a third party.

However, if the Operator entrusts processing of personal data to a third party, it is the Operator who remains responsible to the subject of personal data for subsequent related activities of that third party.

  1. Withdrawal of Personal Data by the Subject

Subjects of personal data and their representatives or authorized bodies have a right to withdraw the consent to the processing and storage of such personal data in connection with the right to withdraw unpublished or published articles under condition of sufficient reasoning.

The Editorial Office shall swiftly consider such inquiries and introduce corresponding corrections on the website, own database, and shall submit due notifications of such corrections to scientometric databases dealing with the journal’s materials though in this regard no subsequent corrections within the mentioned databases can be guaranteed.
